If you have followed my recent articles about Flock cameras, you already know why automated license plate readers have become such a controversial topic in Texas.<\/p>\n\n\n\n

These cameras can identify vehicles, record when and where they were seen, and give law enforcement another tool for investigating crimes. Supporters say they help officers locate stolen vehicles, identify suspects, and respond to serious crimes. Critics worry that collecting information about the movements of ordinary people can create a surveillance network with too little public oversight.<\/p>\n\n\n\n

Now there is another name Texas drivers need to know: Axon<\/strong>.<\/p>\n\n\n\n

You may recognize Axon as the company behind TASER devices and many police body cameras. But Axon has expanded far beyond body cameras. Its public safety technology now includes automated license plate recognition, fixed surveillance cameras, live video, vehicle identification, drones, digital evidence systems, and a platform called Axon Fusus that can bring different sources of information together in one place.<\/p>\n\n\n\n

For me, that raises an important question.<\/p>\n\n\n\n

If Texans are already concerned about what Flock cameras can do, what happens when license plate readers become only one part of a much larger surveillance system?<\/p>\n\n\n\n

What Are Axon Cameras?<\/h2>\n\n\n\n

Axon now offers several products capable of reading license plates and monitoring vehicles.<\/p>\n\n\n\n

One is Axon Lightpost<\/strong>, a fixed camera system that can be installed on existing infrastructure such as streetlights. According to Axon, Lightpost provides automated license plate recognition, vehicle attribute recognition, and live video streaming.<\/p>\n\n\n\n

Axon also offers Axon Outpost<\/strong>, another fixed camera platform. Outpost combines license plate recognition, vehicle attribute recognition, and livestreaming in a single device.<\/p>\n\n\n\n

These cameras do more than take a photograph of a license plate.<\/strong><\/p>\n\n\n\n

Axon’s systems can help identify visible characteristics of a vehicle while providing officers with live video of what is happening in the camera’s field of view. Lightpost continuously monitors its field of view and performs license plate processing at the device level while supporting livestreaming through the Axon Fusus platform.<\/p>\n\n\n\n

Axon also has mobile license plate readers built into police vehicles. Its Fleet 3 ALPR system is designed to monitor several lanes of traffic and read plates on vehicles traveling at substantial speeds.<\/p>\n\n\n\n

That means we are no longer talking only about cameras mounted on poles.<\/p>\n\n\n\n

We are talking about an interconnected collection of fixed cameras, police vehicle cameras, body cameras, video feeds, and other devices.<\/p>\n\n\n\n

Why Axon Fusus Changes the Surveillance Conversation<\/h2>\n\n\n\n

The part of Axon’s technology that concerns me most is not any individual camera.<\/p>\n\n\n\n

It is what happens when all these devices are connected.<\/p>\n\n\n\n

Axon Fusus is marketed as a real-time intelligence platform that brings live video, alerts, and field data together into a single operational view. Axon says the system can also incorporate community camera feeds, drone footage, digital evidence, and automated alerts from other public safety technology.<\/p>\n\n\n\n

Axon describes Fusus as a centralized video, data, and sensor hub.<\/p>\n\n\n\n

Think about what that means.<\/p>\n\n\n\n

A license plate reader might identify a vehicle entering an area. Another camera might provide live video. A police vehicle might encounter the same plate somewhere else. Additional cameras or connected systems could potentially provide more information to officers operating through the same platform.<\/p>\n\n\n\n

Each individual piece of technology may have a legitimate public safety use.<\/p>\n\n\n\n

But when those pieces are combined, the government can potentially develop a much more complete picture of where vehicles are moving and what is happening around them.<\/p>\n\n\n\n

That is where I believe Texans should be paying attention.<\/p>\n\n\n\n

How Is Axon Different From Flock Cameras?<\/h2>\n\n\n\n

Flock became controversial largely because automated license plate readers can create searchable records of vehicles moving through communities.<\/p>\n\n\n\n

Axon’s newest products include the same basic capability, but they are part of a broader technology ecosystem.<\/p>\n\n\n\n

Axon Lightpost and Outpost combine license plate recognition with vehicle attribute detection and live video. Fusus can then bring those cameras together with other connected cameras and public safety information.<\/p>\n\n\n\n

That does not automatically mean Axon’s technology is being abused.<\/p>\n\n\n\n

It also does not mean every police department using Axon has access to every capability the company offers.<\/p>\n\n\n\n

Different agencies purchase different products, create different policies, and configure their systems differently.<\/p>\n\n\n\n

But from a privacy standpoint, I believe the capability itself deserves public discussion.<\/p>\n\n\n\n

The question should not simply be, “Does this camera help solve crimes?”<\/p>\n\n\n\n

We should also be asking:<\/p>\n\n\n\n

  • What information is being collected?<\/li>\n\n\n\n
  • How long is that information stored?<\/li>\n\n\n\n
  • Who can search it?<\/li>\n\n\n\n
  • Can another agency access it?<\/li>\n\n\n\n
  • What other camera systems can be connected?<\/li>\n\n\n\n

  • Does an officer need a case number or investigative reason to conduct a search?<\/li>\n\n\n\n
  • What happens when the technology is misused?<\/li>\n\n\n\n
  • Does the public know these systems are being installed?<\/li>\n<\/ul>\n\n\n\n

    Those questions matter regardless of whether the name on the camera is Flock, Axon, or another company.<\/p>\n\n\n\n

    Axon Surveillance Is Already Relevant to Texas Drivers<\/h2>\n\n\n\n

    This is not simply technology that might someday arrive in Texas.<\/p>\n\n\n\n

    The San Antonio Police Department already uses Axon as its automated license plate recognition vendor, while the Bexar County Sheriff’s Office uses Flock cameras.<\/p>\n\n\n\n

    Elsewhere around the country, some law enforcement agencies have been moving away from Flock and toward Axon. For example, the Douglas County Sheriff’s Office in Colorado announced a move from Flock to Axon as part of a broader technology agreement.<\/p>\n\n\n\n

    That is an important development because replacing Flock does not necessarily mean replacing automated surveillance.<\/p>\n\n\n\n

    A city could remove one company’s cameras and install another company’s technology that performs similar functions or integrates with an even larger public safety system.<\/p>\n\n\n\n

    For Texans concerned about privacy, the conversation therefore needs to be bigger than one company.<\/p>\n\n\n\n

    Public Safety Benefits Should Be Part of the Discussion<\/h2>\n\n\n\n

    I do not believe we should pretend these technologies have no legitimate purpose.<\/p>\n\n\n\n

    Texas law enforcement officials have defended automated license plate readers because they can provide investigative leads involving stolen vehicles, violent crimes, missing persons, and other serious cases. Texas agencies have cited ALPR technology as an important investigative tool.<\/p>\n\n\n\n

    I understand that argument.<\/p>\n\n\n\n

    If a child is missing or someone commits a violent crime and flees in a known vehicle, quickly locating that vehicle could save lives.<\/p>\n\n\n\n

    But useful technology still needs limits.<\/p>\n\n\n\n

    We would never argue that every investigative technique should be unlimited simply because it might help solve a crime.<\/p>\n\n\n\n

    The proper question is whether we can obtain legitimate public safety benefits while maintaining meaningful oversight, accountability, and privacy protections.<\/p>\n\n\n\n

    Why Oversight Matters<\/h2>\n\n\n\n

    Recent events involving Flock cameras demonstrate why safeguards cannot be treated as an afterthought.<\/p>\n\n\n\n

    Texas agencies have faced allegations that officers misused license plate reader systems, including allegations involving searches for personal purposes. Those incidents have helped fuel growing public scrutiny of automated surveillance across the state.<\/p>\n\n\n\n

    Cities are responding differently.<\/p>\n\n\n\n

    Some Texas communities have reconsidered or ended Flock programs, while League City has taken the unusual step of putting the broader question of automated license plate reader use before voters in a nonbinding referendum scheduled for November 3, 2026.<\/p>\n\n\n\n

    To me, that is exactly the kind of public conversation we need.<\/p>\n\n\n\n

    Residents should know what technology their government is purchasing and what information it collects.<\/p>\n\n\n\n

    Texas Drivers Should Watch the Technology, Not Just the Brand<\/h2>\n\n\n\n

    If there is one thing I want you to take away from this article, it is this:<\/p>\n\n\n\n

    The surveillance debate should not begin and end with Flock cameras.<\/strong><\/p>\n\n\n\n

    Flock may currently be the name attracting the most attention, but automated license plate recognition is a category of technology, not a single company’s product.<\/p>\n\n\n\n

    Axon demonstrates where that technology may be heading.<\/p>\n\n\n\n

    License plate readers can now exist alongside livestreaming cameras, police vehicle cameras, body cameras, drones, community security cameras, digital evidence systems, and centralized real-time intelligence platforms.<\/p>\n\n\n\n

    That creates tremendous investigative capability.<\/p>\n\n\n\n

    It also creates tremendous responsibility.<\/p>\n\n\n\n

    As Texans, we should be asking what rules govern that power before the technology becomes so common that nobody thinks to ask anymore.<\/p>\n\n\n\n

    Frequently Asked Questions About Axon Cameras in Texas<\/h2>\n\n\n\n

    Are Axon cameras the same as Flock cameras?<\/h3>\n\n\n\n

    No. They are competing technologies offered by different companies, although both can provide automated license plate recognition. Some Axon fixed-camera products also provide live video and vehicle-attribute recognition and can integrate with the broader Axon Fusus platform.<\/p>\n\n\n\n

    Are police departments in Texas already using Axon license plate readers?<\/h3>\n\n\n\n

    Yes. The San Antonio Police Department has been reported as using Axon as its automated license plate recognition vendor. Other Texas agencies may use different Axon products, so the exact technology and policies can vary by department.<\/p>\n\n\n\n

    Can Axon surveillance be used in a criminal or traffic investigation?<\/h3>\n\n\n\n

    Potentially. License plate reader information, video, and other digital evidence may become part of an investigation depending on the circumstances. Whether particular evidence is relevant, admissible, or subject to legal challenge depends on the facts of the case and applicable law.
